Terms of use

These terms govern your use of GroundWork, a service operated by Aulter Ltd, a company registered in England and Wales under company number 10931400. By using GroundWork you agree to these terms.

GroundWork is a self-serve tool that helps a responsible person produce a structured, verifiable readiness document in connection with the Terrorism (Protection of Premises) Act 2025 ("Martyn's Law").

GroundWork does not provide legal advice, security advice, or professional risk assessment. It does not assess your premises, judge its vulnerability, or determine what your procedures should be. It captures the information and the judgements that you provide. It does not certify compliance with the Act, and it does not guarantee safety. A GroundWork document is a record of the preparation you have chosen to undertake - evidence of diligence, not a guarantee of compliance or of any outcome. Only the relevant regulator can determine whether you comply with the law. You remain the responsible person for your premises.

You are responsible for the accuracy and completeness of the information you enter. You are responsible for determining whether, and how, the Act applies to your premises; the tool provides structure, prompts, and guidance based on the published statutory guidance, but the legal determination and the underlying judgements are yours. You are responsible for keeping your document current and reviewing it when your circumstances change.

You are also responsible for keeping your downloaded document safe. Because we do not store your document, you need your own copy in order to amend it later, and the document contains the sensitive details of your premises, so you should store it securely.

Where the tool indicates that a premises may fall inside or outside the scope of the Act, this is guidance to help you, based on the information you provide and the published statutory guidance. It is not a definitive legal ruling. Some premises may choose to produce a readiness document voluntarily even where no legal duty applies; this is good practice rather than a legal requirement, and the tool indicates where that is the case. GroundWork is available to any organisation that wishes to use it, whether or not it is legally required to prepare under the Act.

Verification confirms that a document is genuine and records when it was created, along with its version and status. It does not certify the document's contents or confirm compliance with the Act. Our Data Statement explains how verification works and what information it returns.

The fee to produce a readiness document is £49. Amending and reissuing a document is £9. Amending a document requires the copy you previously downloaded, because we do not store it. Because each document is generated and delivered digitally at the point of payment, and is produced on your device from the information you provide, the service is treated as supplied once the document is generated. This does not affect any statutory rights you have as a consumer.

You agree to use GroundWork lawfully and not to misuse the service. In particular, you agree not to attempt to access documents or data belonging to others, not to attempt to scrape or place excessive automated load on the verification service, and not to misrepresent GroundWork or the requirements of the Act.

The GroundWork software, design, branding, and content are owned by Aulter Ltd. The document you produce, and the information you enter, remain yours. Using GroundWork does not transfer ownership of our software or brand to you.

GroundWork is provided on an "as is" and "as available" basis. We do not warrant that the service will be uninterrupted or error-free. GroundWork is a documentation tool; it does not provide professional advice and does not guarantee compliance, safety, or any particular outcome, and you rely on it on that basis.

To the fullest extent permitted by law, Aulter Ltd is not liable for any loss arising from your use of, or inability to use, GroundWork, including any loss arising from the accuracy, completeness, or adequacy of the information or judgements you enter, or from any decision made in reliance on a document produced using the service. Nothing in these terms excludes or limits our liability where it would be unlawful to do so, including liability for death or personal injury caused by negligence, for fraud, or for any liability that cannot be excluded under law, including your statutory rights as a consumer.

We may update GroundWork and these terms from time to time. The "last updated" date shows when these terms were last revised. Your continued use of the service after a change constitutes acceptance of the updated terms.

These terms are governed by the law of England and Wales, and the courts of England and Wales have jurisdiction over any dispute arising from them.
