Using this website

You should be able to:

• navigate the website using only a keyboard;
• zoom to at least 200% and reflow content on a narrow screen;
• use browser and operating-system text spacing or contrast settings;
• use a screen reader to understand page structure, forms, errors and status messages;
• enter operational locations by typing what3words and coordinates instead of selecting a map point;
• complete sign-off without drawing a signature; and
• download a semantic HTML version of a completed readiness document for screen-reader access and reflow.

Conformance status

We are working towards the Web Content Accessibility Guidelines version 2.2 AA standard. Following an internal code, keyboard, responsive and automated review, this website is partially compliant. We do not claim independent certification.

Known limitations

PDF readiness documents

The visual PDF is designed for printing but is not currently guaranteed to contain a complete tagged-PDF structure in every PDF reader. After a document is generated, an equivalent semantic HTML version is offered alongside it. The HTML version is intended for screen readers, text reflow and browser printing.

Third-party checkout

Payment fields are provided by Stripe within its embedded checkout. We test the surrounding journey and provide clear return and error controls, but some payment-field behaviour is controlled by Stripe.

Interactive map

Precise pointer selection on the map may not suit everyone. The same location can be entered using the keyboard through the what3words search and latitude and longitude fields.

Feedback and requesting support

If you cannot use part of this service, need information in another format, or want to report an accessibility problem, use the contact form on the home page. Do not include sensitive premises details in that form. Tell us what page or control caused difficulty and what format or adjustment you need.

For a time-sensitive security or data concern relating to GroundWork, use the urgent reporting page. GroundWork is not an emergency service; call 999 if anyone is in immediate danger.

Technical information

GroundWork relies on HTML, CSS and JavaScript. The service is designed around semantic landmarks and headings, visible keyboard focus, labelled form controls, status announcements, reduced-motion preferences and responsive reflow.

How we tested

The review covered public information pages and the build, amendment, verification, checkout-shell, completion, mobile-navigation, urgent-report and document-download journeys. Checks included source and semantic review, automated accessibility checks, keyboard operation, focus visibility, responsive reflow, browser zoom and reduced-motion behaviour.

A paid independent audit and formal assistive-technology certification are not part of this review. We will update this statement when further testing identifies or resolves a material limitation.

Enforcement

If GroundWork is supplied to a public-sector body, that body may have its own complaints and enforcement process under the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018. The Equality Advisory and Support Service can advise about rights under the Equality Act 2010. Public-sector accessibility complaints may ultimately be considered by the Equality and Human Rights Commission.
